The federal judge who ruled against the law banning noncitizen voting has been cast as "an activist judge who went rogue." Judge David Leibowitz dismissed the federal criminal case against Chelsea Cox, a Jamaican citizen accused of voting in multiple elections between 2012 and 2020.
